The traditional multi-round interview process designed for large enterprises is both too slow and too unstructured for the velocity at which startups need to operate. This white paper introduces the Structured Time-Bound Evaluation (STBE) framework — a hiring methodology that replaces open-ended interviews with focused, timed assessment blocks. Drawing on data from 42 hires made using STBE at icrewsystems over 18 months, we demonstrate a 40% reduction in time-to-hire (from 28 to 17 days), a 34% improvement in 90-day retention, and a measurable increase in hiring manager satisfaction scores. The framework covers role-specific evaluation rubrics, timed technical assessments, structured cultural contribution interviews, and a standardized scoring system designed to reduce unconscious bias. We also discuss the limitations of the approach and provide templates for implementation.
